The Ministry of Mines' Strategic Program aims to shift from raw extraction to an industrial model that captures greater downstream value. Its priorities include industrial processing (supporting local processing and battery-quality precursors) to increase value capture beyond 15% to 25%. Artisanal and small-scale mining will be formalized through 64 legal zones and digital traceability.

Furthermore, administrative modernization will include quarterly monitoring of technical bodies to improve accountability. Tax monitoring is to be deployed by March 2026, with automated weighing and computerized quality control to curb 50% of revenue losses. In addition, strategic diplomacy aims to balance partnerships between the United States and China with ESG guarantees and modernized infrastructure.
